Can I use the POE-151 to work with POE-152S-5V and 12V? Vice versa, can I use the POE-152 work with POE-151S-5V/9V/12V?

Yes, both POE-151 and POE-152 series products are comply with IEEE 802.3af Power over Ethernet standard and these products can work together. However, as the design, if there is any Gigabit Ethernet device, POE-152 or POE-152S is required so that it can support 1000Base-T for 1000Mbps bandwidth. Any ends with POE-151 or POE-151S or any PLANET Mid-span products such as POE-400 will only support 10/100Base-TX for 10 or 100Mbps.
